השר רשאי למנות, מבין עובדי משרדו, ממוני הגנת הסביבה שיהיו נתונות להם הסמכויות לפי סעיף 5, כולן או חלקן, לשם ביצוע הוראות לפי החיקוקים המנויים בתוספת השנייה, כולם או חלקם.
