בלי לגרוע מהוראות לפי סעיף 57(א)(14), המנהל רשאי, בהוראה בכתב, לחייב בעל רישיון לנהיגת רכבת מקומית לקבל הדרכה כפי שיורה, אם שוכנע כי הדבר דרוש מטעמי בטיחות.
