3. הקמת הרשות המוסמכת ותפקידיה
(א)מוקמת בזה, במשרד החינוך התרבות והספורט, הרשות לנהיגה ספורטיבית, שתמלא את התפקידים שנקבעו לה לפי הוראות חוק זה.
(ב)מנהל הרשות ועובדיה יהיו עובדי המדינה.
(ג)מנהל הרשות אחראי על פעולות הרשות ועל ביצוע תפקידיה לפי הוראות חוק זה.
