4. הכרה בהתאחדות
(א)השר רשאי להכיר בתאגיד שלא למטרות רווח, כהתאחדות המרכזת והמייצגת תחום, אחד או יותר, בענף הנהיגה הספורטיבית.
(ב)השר יקבע תנאים להכרה בהתאחדות לפי סעיף זה, לרבות תנאים לענין יכולתה הארגונית, הכספית והמקצועית של ההתאחדות, הנדרשים לצורך מילוי תפקידיה לפי חוק זה ולפי כללי הנהיגה הספורטיבית.
