5. הסמכה לשמש בתפקיד של מנהל נמל
[3ג]
(א)הממונה על הנמלים רשאי, בכתב חתום בידו, להורות דרך כלל או לענין פלוני או לסוג ענינים פלוני, שאדם הנקוב בכתב ישתמש בכל סמכות מהסמכויות הנתונות למנהל הנמל לפי פקודה זו או תקנות לפיה, או יבצע כל תפקיד המוטל לפי פקודה זו או תקנות לפיה על מנהל הנמל.
(ב)הסמכה לפי סעיף זה –
(1)יכול שתינתן בתוקף למפרע;
(2)לא תמנע את מנהל הנמל מהשתמש בכל סמכות הנתונה לו לפי פקודה זו או תקנות לפיה.
