(א)בכפוף להוראות סעיף קטן (ב), תחילתו של חוק זה ביום כ״ה בטבת התשע״א (1 בינואר 2011) (בחוק זה – יום התחילה).
(ב)תחילתו של סעיף 38 ארבעה חודשים מיום פרסומו של חוק זה.
