המועצה רשאית למנות, מבין חבריה, או שלא מבין חבריה, ועדות, ולאצול להן מסמכויותיה, למעט הסמכות לייעץ לשר בכל ענין הנוגע להתקנת תקנות כאמור בסעיף 42.
