2. הכרזה על בנין כבעל חזות מוזנחת
ועדה בראשות ראש הרשות המקומית או נציגו, ואשר חבריה הם נציג ציבור שימנה שר הפנים ופקיד מס רכוש שימנה המנהל, רשאית להכריז על בנין כבנין בעל חזות מוזנחת.
