7. חזקה
לענין חוק זה, יראו אדם שנמנה עם כוח המבצע פעולות איבה נגד מדינת ישראל או שנטל חלק בפעולות איבה של כוח כאמור, בין במישרין ובין בעקיפין, כמי ששחרורו יפגע בביטחון המדינה כל עוד לא תמו פעולות האיבה של אותו כוח נגד מדינת ישראל, וזאת כל עוד לא הוכח אחרת.
