8. קביעה בענין פעולות איבה
קביעתו של שר הביטחון, בתעודה החתומה בידיו, כי כוח מסוים מבצע פעולות איבה נגד מדינת ישראל או כי תמו או טרם תמו פעולות האיבה של אותו כוח נגד מדינת ישראל, תשמש הוכחה בכל דיון משפטי, אלא אם כן יוכח ההיפך.
