2. מטרות
(א)מטרתו של חוק זה לתת הזדמנות שווה בחינוך לכל ילד בישראל כדי להביאו למיצוי מרבי של כשרונותיו.
(ב)חוק זה בא להוסיף שעות לימודים וחינוך על השעות הקיימות במוסדות החינוך, כדי להרחיב ולהעמיק את הידע וההשכלה של התלמיד, להוסיף חינוך לערכים ופעילות חברתית, הכל במסגרת מטרות החינוך הממלכתי כאמור בסעיף 2 לחוק חינוך ממלכתי, התשי״ג–1953.
