הזכות להגיש בקשה לגימלה המגיעה לשאיר תתיישן בתום ארבע שנים מיום שנולדה עילתה; הממונה רשאי להאריך תקופה זו, אם האיחור בהגשת הבקשה חל מסיבות שלמבקש לא היתה שליטה עליהן.
