3. חובת רשיון
לא יפתח אדם בית ספר ולא יקיימו אלא אם יש בידו רשיון לפי חוק זה ובהתאם לתנאיו ולא יפרסם אדם פתיחת בית ספר אם אין עליו רשיון כאמור (להלן – רשיון).
