79. מינוי סוהרים בכירים
מינויו של סוהר בכיר יהיה בידי השר, ורשאי השר למנות סוהר או אדם אחר למלא בתנאים שיקבע, כל תפקיד מתפקידיו של סוהר בכיר או להשתמש בכל סמכות מסמכויות.
