11. ההליכים למתן רישיון חלוקה
השר, בהתייעצות עם המועצה, רשאי לקבוע דרכים ותנאים למתן רישיון חלוקה, לרבות דרישות בדבר אלה:
(1)חוסנה הכספי ויכולתה הארגונית של החברה המבקשת;
(2)הידע והניסיון המקצועיים העומדים לרשות החברה המבקשת.
