הועד המנהל של כל מוסד יכין הצעת תקציב שנתי לשנת תקציב כשנת תקציב המדינה ויגישה לשר החינוך והתרבות; התקציב טעון אישור הממשלה ושאר דרכי קביעתו ייקבעו בתקנות.
