המכון יחזיק בחצרים המנויים בסעיף 8 וישמש –
(1)לכינוס החומר הספרותי, המדעי והתיעודי הקשור באישיותו ותקופתו של בן גוריון, בהגותו ובפעלו ובשליחותו במחנה העובדים, בתנועה הציונית ובמדינה;
(2)ללימוד ולמחקר של תקומת ישראל בארץ ישראל ולפרסום תוצאותיהם;
(3)לפעולות להנצחת זכרו ומורשתו של דוד בן־גוריון.
