104. הוראות הממשלה ושר האוצר לפי המלצת ועדת השירות לאחר משא ומתן עם העובדים
כל כלל, תנאי או הוראה אחרת שנקבעים לפי חוק זה על ידי הממשלה או על ידי שר האוצר, בין בתקנות ובין בדרך אחרת, ייקבעו לפי המלצת ועדת השירות; ועל מתן המלצה לכלל, לתנאי או להוראה כללית אחרת יחולו חובת המשא ומתן וזכות התיווך כאמור בסעיף 103.
