מטרתו של פרק זה להעניק סיוע ממשלתי לקרנות פנסיה ותיקות שאינן בהסדר באמצעות העמדת כרית ביטחון, כדי למתן את השפעת השינויים בעקום הריבית על זכויותיהם של העמיתים בקרנות האמורות, בכפוף לעריכת שינויים בזכויות ובחובות של העמיתים בהן.
