12. הסכם בדבר חיבור נכס שמחוץ לתחום
רשות מקומית רשאית להרשות לבעל נכס שמחוץ לתחומה או למחזיקו לחבר ביב פרטי שבנכסו עם הביוב של הרשות המקומית בתנאים שיוסכם עליהם עמה ואם היה הנכס בתחום רשות מקומית אחרת – גם עם אותה רשות מקומית.
