תובענה מינהלית תוגש על דרך הגשת כתב תביעה והדיון בה יתקיים לפי תקנות סדר הדין האזרחי, אם אין בענין הנדון או בהקשרו דבר שאינו מתיישב עם הוראות החוק ותקנות אלה.
