3. המועד להגשת עתירה
(א)עתירה תוגש במועד שנקבע לכך בדין.
(ב)לא נקבע מועד כאמור, תוגש העתירה בלא שיהוי, לפי נסיבות הענין, ולא יאוחר מארבעים וחמישה ימים מיום שההחלטה פורסמה כדין, או מיום שהעותר קיבל הודעה עליה או מיום שנודע לעותר עליה, לפי המוקדם.
(ג)בית המשפט רשאי להאריך מועד שנקבע להגשת עתירה כאמור בתקנות משנה (א) ו־(ב), לאחר שנתן למשיב הזדמנות להגיב לבקשת ההארכה, אם ראה הצדקה לכך.
