19. הזדמנות להשמיע דיעה
לפני ההכרזה על אזור שיקום תתן הרשות לתושבי האזור הזדמנות להשמיע תוך חודש דעתם בפניה או בפני ועדה מועדותיה; סדרי השמעת הדיעה ומועדיה יצויינו בהודעה המוקדמת.
