5. הכנסתם והוצאתם של כלי שיט וכלי טיס
כדי להסיר ספק נאמר בזה, כי בצו פיקוח ניתן לאסור ולהסדיר הכנסת כלי שיט וכלי טיס לישראל והוצאתם ממנה כאילו הן ייבוא וייצוא של טובין, ואפילו היו כלים אלה מסיעים טובין או נוסעים, ובין שהם נעים בכוח עצמם ובין אם לאו; אין הוראה זו באה לגרוע מהוראת כל חיקוק בדבר מכס לענין כלי שיט וכלי טיס.
