עורך הבקשה להיתר ועורכי המשנה ככל שמונו, יבצעו פיקוח עליון (להלן, כל אחד מאלה – מבצע פיקוח עליון), מתחילת ביצוע העבודות לפי ההיתר ועד קבלת תעודת גמר.
