1. ייצוג המדינה בהליכים מסויימים
ראה היועץ המשפטי לממשלה, כי זכות של מדינת ישראל או זכות ציבורית או ענין ציבורי מושפעים או כרוכים, או עלולים להיות מושפעים או כרוכים, בהליך פלוני שלפני בית משפט או לפני פקיד מסדר כמשמעותו בפקודת הקרקעות (סידור זכות הקנין), רשאי הוא, לפי ראות עיניו, להתייצב באותו הליך ולהשמיע דברו, או להסמיך במיוחד את נציגו לעשות זאת מטעמו.
