8. הנוהל במועצה
(א)רוב חברי המועצה, כשביניהם היושב ראש או סגנו, יהיה מנין חוקי בישיבות המועצה.
(ב)החלטות המועצה יתקבלו ברוב דעות כשהנמנעים אינם מובאים בחשבון.
