הוראות סעיפים 3, 4, 4א ו־7 לחוק הרשויות המקומיות, כנוסחם בסעיף 154 לחוק זה, לא יחולו על בחירות שהיום הקובע לעניינן, כהגדרתו בחוק הרשויות המקומיות, חל לפני יום תחילתו של חוק זה; על בחירות כאמור ימשיכו לחול הוראות חוק הרשויות המקומיות כנוסחן ערב יום תחילתו של חוק זה.
