31. סטייה מהוראות החלטת הממשלה
השרים רשאים, בהסכמה, לסטות מהוראות החלטת הממשלה בעניינים הקבועים בסעיף 29(א)(1) או (5), אם ראו כי מצב ביטחוני או כלכלי מיוחד מחייב זאת; על אף האמור בכל דין, סטייה כאמור תתאפשר רק עד יום 31 בדצמבר בשנה שבה אירע המצב הביטחוני או הכלכלי המיוחד.
