רשאי גובה המכס להתיר ליבואן ליטול מטובין מוחסנים דוגמאות בשיעור צנוע ללא הגשת הצהרת ייבוא, ופרט למכס העשוי לחול לבסוף על החָסר מן הכמות שהוחסנה לראשונה – אף ללא תשלום מכס.
