לא יפעיל אדם בית דיור מוגן, אלא אם כן ניתן לו, לגבי אותו בית דיור מוגן, רישיון הפעלה לפי פרק זה ובכפוף לתנאי הרישיון ולהוראות לפי חוק זה.
