5. מתן רשיון
מנהל הנמל רשאי לתת רשיון כניסה, לסרב לתתו, להתלותו או לבטלו, לכלול בו תנאים, לרבות תנאים המגבילים את רשות הכניסה של בעל הרשיון לחלק מסויים של הנמל, ובכל עת לשנות את התנאים ולהוסיף עליהם.
