לא יפעיל אדם צופר בכלי שיט הקשור לרציף או לשובר הגלים מבלי שקיבל תחילה רשות מאת רב חובל הנמל, פרט למקרה חירום או לצורך ניסוי מערכות לפני הפלגה (Testing Gear).
