המנהל רשאי ליתן, בתנאים שנקבעו, רשיון לייצור טבק בערובה לשם יצוא בלבד; יובא טבק לא־מיוצר מותר להכניסו לבית חרושת בערובה כאמור, ללא תשלום מכס.
