4. הפצת טיוטות תשקיף
הוצעו ניירות ערך לציבור על פי טיוטת תשקיף וחל שינוי מהותי בטיוטה מסוימת ביחס לקודמתה שהופצה בציבור, תופץ הטיוטה המאוחרת באופן ובמקומות שבהם פורסמה הטיוטה הקודמת כאמור.
