יצואן רשאי, באישור המועצה, לנכות סכומים מדמי המכר של הצמחים שיוצאו – במקום, בשיעור ובדרך שיורו השרים – לשם מימון הוצאותיו בקשר ליצוא הצמחים, לרבות הוצאות פרסומת ופיתוח שווקים, ולשם יצירת קרנות לעידוד היצוא.
