אין בהוראות חוק זה כדי לגרוע מסמכותו של המפכ״ל או של מי שהוסמך לכך בפקודות הקבע להעניק ציונים לשבח או גמולים כספיים על מעשים שאינם תואמים את המבחנים להענקת עיטור לפי חוק זה.
