על אף האמור בסעיפים 72 ו־102, רשאי השר להחיל בצו את הוראות סעיף 72 לגבי מדינה שאינה מדינת האיגוד, אם ראה שאותה מדינה נוהגת הדדיות בענין זה כלפי ישראל.
