18. מנהל הרשות
(א)המועצה, באישור השרים וראש עירית ירושלים, תמנה מנהל לרשות.
(ב)המנהל יהיה אחראי כלפי המועצה, המינהלה והשרים לביצוע החלטותיהם ולביצוע תפקידי הרשות.
