19. כהונת המנהל ותנאי העסקתו
(א)תקופת כהונתו של המנהל תהיה חמש שנים; המועצה, באישור השרים וראש עירית ירושלים, רשאית להאריך את המינוי לתקופה נוספת.
(ב)המנהל יחדל לכהן לפני תום תקופת כהונתו באחת מאלה:
(1)התפטר במסירת כתב התפטרות ליושב ראש המועצה;
(2)השרים וראש עירית ירושלים, לאחר התייעצות במועצה, קבעו כי נבצר מהמנהל דרך קבע למלא תפקידו.
(ג)השרים וראש עירית ירושלים, באישור המועצה, יקבעו את שכרו ותנאי העסקתו של המנהל.
