רשימת מועמדים תוגש לידי יושב ראש הועדה המרכזית במקום ובמועדים שפורסם עליהם לפי תקנה 13; נבצר מיושב ראש הועדה המרכזית לקבל את רשימות המועמדים, ימנה שניים מסגניו מסיעות שונות לשם קבלתן.
