הועדה המרכזית רשאית לקבוע מכסת שכרם של המזכירים בועדות הקלפי ואת דרכי תשלומו, וכן רשאית היא לקבוע סדרי הסעתם ממקומות מגוריהם אל מקומות הקלפי וחזרה.
