3. תושבי האזור שמחוץ לגבול המכס חייבים במסירת הודעה על כמויות הטבק שברשותם
תיקון: תש״ח, ק״ת תשמ״ג
כל הגר באזור שבין הגבולות המדיניים של ישראל ובין גבול המכס שנקבע בסעיף 2, והוא מגדל טבק, או שביום הינתן תוקף לצו שיוצא עפ״י סעיף 2 ימצא ברשותו טבק מעובד או לא מעובד, חייב, בתוך חמשה עשר יום מיום הנתן תוקף לצו, להגיש הודעה למנהל המכס ומע״מ [במקור: למנהל המכס, האקסייז והמסחר] ולציין בה את משקל הטבק שנמצא בידו באותו יום: אם אין האיש יודע קרוא וכתוב עליו למסור הודעה שתקויים ע״י עדים בפני פקיד ממשלתי.
