(א)תחילתן של תקנות אלה, למעט האמור בתקנת משנה (ב), ביום התחילה הקבוע בסעיף 373(א) לחוק (להלן – יום התחילה).
(ב)תחילתו של פרט (2) לתוספת, 12 חודשים מיום התחילה.
