1. חובת השתתפות
רשות חינוך מקומית (להלן – הרשות השולחת) חייבת, דרך כלל, להשתתף בהוצאות קיומו של כל מוסד חינוך רשמי שמחזיקה רשות חינוך מקומית אחרת (להלן – הרשות המקבלת) ושבו ניתן חינוך־חובה חינם לילדים או לנערים קשי־חינוך, או לילדים או לנערים בעלי־מום, הגרים בתחום שיפוטה של הרשות השולחת והזכאים לחינוך־חובה חינם לפי החוק האמור.
