3. תגובת נאשם
(א)ראה הקובל כי יש לכאורה ממש בתלונה, ימציא לנאשם העתק מהתלונה, וייתן לו הזדמנות להשיב עליה בכתב.
(ב)הומצא לנאשם העתק תלונה כאמור בתקנת משנה (א), רשאי הוא להשיב עליה בתוך 14 ימים מיום שהומצאה לו או בתוך תקופה ארוכה ממנה שקבע הקובל; משעברה תקופה זו רשאי הקובל להגיש קובלנה לועדת אתיקה אף אם לא השיב הנאשם על התלונה.
