15. הנושאים לדיון
בישיבת הממשלה יידונו אך ורק נושאים שהועמדו קודם לכן על לוח סדר היום, כמפורט בפרק א׳. נושא שלא הועמד על לוח סדר היום, לא יידון, אלא אם ראש הממשלה אישר את הצורך לדון בו באותה ישיבה.
