Section 2 of תקנות מסילות הברזל (תנאי הובלה ואחריות למטען), התשנ״ו–1996, מטענים שאין חובה להובילם.
2. מטענים שאין חובה להובילם
הרשות אינה חייבת לאפשר הובלה במסילות הברזל של:
(1)מטען –
(א)שלדעת המנהל משקלו, נפחו, טבעו או מצבו אינו מתאים להובלה;
(ב)שהוא מטען מסוכן;
(ג)שיש לו ריחות רעים, שיש בו אבק או לכלוך או שעלול להיות בו ריכוז מכרסמים.
(2)מטען כשאין ברשותה קטרים או קרונות פנויים, אותה שעה, או קרונות המתאימים להובלתו.
