3. טעינה פריקה והזזה
(א)הרשות אינה חייבת בטעינת מטען או פריקתו או בהזזת קרונות לשם פריקה או טעינה.
(ב)הרשות רשאית לפרוק מטען מקרונות שלא נפרקו בידי בעל המטען ולחייבו בהוצאות הכרוכות בכך.
