תקנות התעבורה, התשכ״א–1961 (להלן – תקנות התעבורה), החלות לעניין רכב יחולו לעניין רכבת מקומית כאילו היתה רכב, ותקנות התעבורה החלות לעניין רישיון נהיגה יחולו על רישיון לנהיגת רכבת מקומית, הכל לפי העניין, בשינויים המחויבים ובשינויים אלה:
